in the province. The Contextual Interaction Theory (CIT) is used as the

'city services supply in the province. However, the delay of several projects of
generation has been identified as the barrier in the KEN implementation, which
influenced the secure supply of electricity services in the province. These factors
been discovered in the analysis of the internal and external contexts that influence
implementation of the KEN policy. Moreover, recommendations and evaluations of
study have been discussed to confirm the contribution of the research to the existing
of knowledge with suggestions for advanced research.
