PERILAKU KEPEMIMPINAN DAN MOTIVASI KERJA PENGARUHNYA TERHADAP KINERJA PEGAWAI KEMENTERIAN KEUANGAN TIMOR LESTETHE EFFECT OF LEADERSHIP BEHAVIOR AND WORK MOTIVATION ON PERFORMANCE OF THE STAFF OF THE MINISTRY OF FINANCE TIMORLESTE
Progress and regress of an organization relies on its Human Resources. The
organization needs to be managed in such .a way to ensure that management function is
appropriately done. Ministry of Finance is a government institution which functions to: plan
state budget, save-guard and increase state revenues from taxes, allocate state budget, guide
as well as manage and administer state assets. Due to these pivotal roles, the institution is
required to have human resources that have good leadership behavior and motivation, which
all in turn leads to having a good staff performance. The fundamental leadership issue facing
the Ministry of Finance Timor Leste lies in the short tenure of its leadership which lasts only
in two years, and therefore the public servants have to adjust themselves to new leaders, as
well as other transfers in line with the wish of any new leaders. In order to explore the fact
surrounding the leadership behavior, as well as the motivation of the staff evidenced in the
work performance of the staff of the Ministry of Finance Timor Leste, a study is need to be
conducted. Explanatory survey is employed to explain the causal relationship between
leadership behavior and motivation on staff performance whereby a hypothesis is tested. The
the current research is a descriptive and verificative in nature. 89 staff of the Ministry, out of
788 staff, are sampled for the purpose fo the present study. The findings of the research
descriptively show that the highest average score on leadership behavior and motivation on
staff performance is within the range of good standing, and the simultaneous verificative
analyses indicate that there is significant impact of leadership behavior and motivation on
staff performance, as evidenced by value of fhitung>ftabel. It also partially demonstrates that at
individual level, there is significant impact on Y, as shown by value of thitung>ttabel. The
present study therefore concludes that leadership behavior, motivation, and staff performance
of the Ministry of Finance Timor Leste has been good, and leadership behavior and
motivation impact staff performance of the Ministry of Finance Timor Leste, either partially
or simultaneously. The result testing of individual variable of leadership behavior and
motivation on staff performance indicates that each variable has positive impact. This means
that better leadership behavior and motivation will enable better staff performance of the
Ministry of Finance Timor Leste, and vice versa. The researcher recommends to the
management team of the Ministry of Finance Timor Leste to maintain leadership behavior
and work motivation as well as staff performance. For future research it is recommended to
focus on other factors contributing to staff performance such as competence, work place,
organizational culture, job analysis, etc.
