Pengaruh Konflik, Motivasi Dan Etika Terhadap Pengendalian Pimpinan Serta Dampaknya Pada Perilaku Disfungsional
ABSTRAK
Tujuan – Penelitian ini bertujuan untuk menguji pengendalian pimpinan di sektor publik
atas variabel: konflik, motivasi dan etika serta dampaknya pada perilaku disfungsional.
Penelitian berbasis perilaku ini untuk meningkatkan efektivitas dan efisiensi organisasi
publik, bukan sebaliknya, kontrol yang kaku justru memicu perilaku disfungsional yang
tidak diharapkan.
Metodologi – Metode campuran diterapkan pada penelitian ini dengan pendekatan
Follow-up Explanatory Sequential Mixed Method. Uji kuantitatif berdasarkan kuesioner
dibagikan kepada birokrat Eselon I dan II di 34 kementerian Republik Indonesia sebagai
responden. Data terkumpul kemudian diproses dengan Structural Equation Modeling -
Partial Least Squares, Smart PLS. Uji kualitatif berdasarkan wawancara kepada beberapa
birokrat kunci di Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi
dan Komisi Aparatur Sipil Negara untuk mengkonfirmasi temuan uji kuantitatif.
Lembaga-lembaga tersebut secara hukum bertanggung jawab atas pengelolaan aparatur
sipil negara di Indonesia.
Hasil – Uji empirik membuktikan konflik dan etika memengaruhi pengendalian pimpinan,
sementara motivasi tidak berpengaruh. Pengendalian pimpinan, motivasi dan etika
memengaruhi perilaku disfungsional sedangkan konflik tidak berpengaruh. Birokrat
memerluan pemahaman atas pengendalian pimpinan yang memerhatikan aspek perilaku
agar implementasi kebijakan publik dapat meningkatkan kualitas pelayanan publik.
Novelti – Reformasi birokrasi dicanangkan sejak 2007 namun efektivitas dan efisiensi
pemerintahan Indonesia masih rendah. Karenanya riset tentang pengendalian pimpinan
melalui tuas pengendalian the Levers of Control memberikan perspektif baru pada
penguatan sistem pengendalian instansi pemerintah di Indonesia. Kebaruan tercermin
pada pendekaatan pimpinan pada aspek keperilakuan yang kerap terabaikan dalam
implementasi strategi/kebijakan publik selama ini. Selain itu, riset ini menggunakan
metode Follow-Up Explanatory Sequential Mixed Method sehingga tidak terhenti pada
angka-angka statistik yang statis, namun berlanjut pada eksplorasi kualitatif terhadap
praktik pengendalian pimpinan berbasis keperilakuan pada sektor publik dalam reformasi
birokrasi di Indonesia.

ABSTRACT
Objective – This study aims to examine bureaucrat control in the public sector over
variables: conflict, motivation and ethics as well as the impact on dysfunctional behavior.
This behavioral research is to improve the effectiveness and efficiency of public
organizations, not vice versa, rigid control actually triggers unexpected dysfunctional
behavior.
Methodology – Mixed method was employed to this research with Follow-up Explanatory
Sequential Design. The quantitative measure were based on questionnaires distributed to
state echelons I and II at 34 ministries of Republic Indonesia as target respondents.
Subsequently, the collected data were processed through Structural Equation Modelling
– Partial Least Squares, Smart PLS. The quantitative results were then confirmed
qualitatively through interviews to several key bureaucrats in the Ministry of State
Apparatus Empowerment and Bureaucracy Reform and State Civil Apparatus
Commissions. These institutions are by law responsible for managing Indonesian state
apparatus.
Results - Empirical tests proved conflict and ethics influence bureaucrat control, while
motivation has no effect. Bureaucrat control, motivation and ethics affect dysfunctional
behavior while conflict has no effect. Bureaucrats need an understanding of bureaucrat
control that takes behavioral aspects into account so that the implementation of public
policies can improve the quality of public services.
Novelty - Bureaucratic reform has been launched since 2007 but the effectiveness and
efficiency of the Indonesian government are still low. Therefore research on bureaucrat
control through the Levers of Control provides a new perspective on strengthening the
control systems for government agencies in Indonesia. Novelty is reflected in the
behavioral approach that are often overlooked by bureaucrats in the implementation of
public strategies/policies. In addition, this research used the Follow-Up Explanatory
Sequential Mixed Method so that it was not limited to static statistics results, yet continued
to a qualitative exploration of practices regarding behavioral bureaucrat control in the
public sector within bureaucratic reform in Indonesia.
