Pemberdayaan Masyarakat Sekitar Tambang Batu Bara Melalui Dana Corporate Social Responsibility Oleh Pemerintah Kabupaten Tabalong Kalimantan Selatan
Pemberdayaan Masyarakat Sekitar Tambang Batu Bara Melalui Dana Corporate Social Responsibility oleh Pemerintah Kabupaten Tabalong melibatkan tiga domain governance. Namun belum berdampak terhadap berkurangnya angka kemiskinan. Peran Badan Pemberdayaan Masyarakat dan Pemerintah Desa belum terlaksana, peran fasilitator dan pengawasan Pemerintah Kecamatan dan Pemerintah Desa masih lemah. Jaringan pemasaran produk UMKM dan Koperasi masih belum luas. Metode Penelitian ini deskriptif kualitatif dan sumber data yang digunakan data primer dan data sekunder. Teknik pengumpulan datanya ada tiga, yaitu observasi, wawancara dan studi dokumentasi. Untuk menilai keakuratan data, peneliti menerapkan strategi validitas triangulasi. Hasil penelitian menunjukkan, peran Peran Pemerintah Kabupaten Tabalong pada pemberdayaan masyarakat melalui dana CSR Bina Desa belum maksimal, karena belum berperannya Badan Pemberdayaan Masyarakat dan Pemerintah Desa, dan masih lemahnya peran fasilitator Pemerintah Kecamatan dan Pemerintah Desa. Hanya pemberdayaan UMKM dan Koperasi yang terlaksana cukup baik, karena Disperindagkop melaksanakan perannya sebagai fasilitator atau katalisator dengan baik. Maka konsep baru dalam penelitian ini adalah pertama, keberhasilan pemberdayaan masyarakat sekitar tambang batu bara bergantung pada berfungsinya peran fasilitator atau katalisator pemerintah kabupaten mulai dari aspek kebijakan hingga teknis pelaksanaan. Kedua, proses pemberdayaan masyarakat dimulai dari penyadaran hingga penguatan kapasitas individu, kelembagaan, dan networking, serta memperhatikan aspek nilai

ABSTRACT The Community empowerment program around coal mine areas through Corporate Social Responsibility (CSR) funds by the Tabalong District government covers three domains of governance. Nevertheless, this has not resulted in the reduction of poverty rates. The role of the Agency of Community Empowerment (Badan Pemberdayaan Masyarakat, BPM) and the village government has not been properly implemented. Moreover, the role of facilitators, and supervision of the Village and Subdistrict governmentsto oversee the programs remain weak. Furthermore, the marketing network of the products of the Micro Small Medium Enterprises (MSME) and Cooperatives are limited. This study applies qualitativedescriptive method by using both primary and secondary data. The data collected through observation, indepth interview, and literature study. To asses data accuracy, researcher used the triangulation validity strategy. Research results show that the role of Tabalong district government in implementing the community empowerment program through Bina Desa CSR fund is not optimal, due to the lack of role of the BPMand sub-regional government. However, The MSME and Cooperatives empowerments consider succesfull because the Department of Industry, Trade and Cooperative (Dinas Perindustrian Perdagangan dan Koperasi, Disperindagkop) assumed its role as facilitator or catalyst. Therefore, several new concepts found in this research are first, the success of community empowerment programs around coal mine areasdepend on the appropriate functioning of the district government as facilitator or cataylst from policy formulation to technical issues. Secondly, the process of community empowerment starts from building awareness and strengthening the capacity of individual, organization, and networking, as well as paying attention to aspects of local cultural values.
