Kinerja Pemerintah Desa Di kabupaten Lebak Provinsi Banten
Penelitian ini bertitik tolak dari permasalahan yang mengindikasikan
rendahnya kinerja Pemerintah Desa di Kabupaten Lebak Provinsi Banten yang
ditunjukan dengan data bahwa sebagian besar desa hasil penilaian lomba desa
masih dalam katagori kurang, tingkat perkembangan desa masih dalam katagori
swadaya dan status kemajuan dan kemandirian desa masih dalam katagori desa
tertinggal. Atas dasar permasalahan tersebut, dikemukakan rumusan masalah
penelitian ini yaitu bagaimana meningkatkan kinerja Pemerintah Desa di
Kabupaten Lebak Provinsi Banten ?.
Untuk menjawab pertanyaan penelitian tersebut dilakukan penelitian dengan
menggunakan desain penelitian kualitatif dengan metode analisis deskriptif
kualitatif. Dengan pendekatan kualitatif, peneliti terlibat secara seksama
mengikuti, mengamati dan mencari informasi. Data diperolah dari para informan
dengan key informan dalam penelitian ini adalah Asisten Administrasi
Pemerintahan, Kepala Satuan Kerja Perangkat Daerah, Kepala Bidang dan
Kasubid pada BPMPD Kab. Lebak, Camat, Kepala Desa, Sekretaris Desa,
Ketua Badan Perumusyawaratan Desa pada 10 desa, tokoh masyarakat yang
dianggap mengetahui masalah yang diteliti.
Hasil penelitian menunjukan bahwa kinerja Pemerintah Desa di Kabupaten
Lebak Provinsi Banten rendah karena belum didasarkan pada faktor proses
kemanusiaan aparatur desa yang kuat, struktur pemerintah desa yang tepat,
pengetahuan aparatur desa yang baik, posisi strategis yang dimanfaatkan dengan
baik, sumberdaya bukan manusia yang memadai, dan pembinaan dari Pemerintah
Daerah dan Camat yang maksimal.
Kata kunci : Kinerja Pemerintah Desa, faktor kinerja, kewenangan desa dan
pembinaan.
ABSTRACT
This research began from the indicating of problems form the low of
Performance of the Village Government in Lebak Regency Banten Province which
showed by data that a part of the villages regarding to the result in the village
competition still in the low category. The improvement of the village still in the
self-supporting and the improvement and autonomy of the villages still in the
category of the astern village. According to that problem, revealed the
formulation of this research, how does the Performance of the Village
Government in Lebak Regency Banten Province increase?
To answer those problems in this research, to be applied which uses a
qualitative research design by analysis descriptive qualitative method. By
qualitative approaching, the researcher was involved to follow well, analyzing,
looking for the information. The data was gained from some informers. Key
Informants in this research are Assistant of Government Administration, the head
Unit of region forces, the head of Unit office, sub district BPMPD Lebak Regency,
Mayor, Head of the village representative in 10 villages, Public Figures who
considered knowing the matter that was being researched.
The result of the research showed that the The Performance of the Village
Government in Lebak Regency Banten Province is still low because it’s not based
on some factors of human process of the employers are strong, structure in the
Village Government has running well, knowledge of the employers are advanced,
nonhuman resource has provided well, strategic positioning has been used well
and the coaching of local government and the districts the which has been done
in maximal effort.
